Fixed it, Go into computer sound settings and change default audio device. Im using Arctis 7 Steelseries headset and it was set to Chat instead of Game. Once i changed that everything went back to normal, no audio distortions and im in dx11. For me I only get lag/audio stuttering when I'm in EW raids and dungeons.

Hello! I've been racking my head around this issue for a long time now. I play in fullscreen mode but for ease of use (and possibly fixing my directx woes) I want to play in borderless windowed. However, when I use borderless windowed I get really stuttery performance. What I mean by that is my fps reading says the game is running at 82 fps (my cap) but looking at it, it's clearly not.Additionally, the changes they made for instances in the 2.1 patch (to reduce lag or whatever) REALLY screwed over some people, based on a variety of factors that I probably can't name. Solution: When playing, open your device manager. Click on view and select view hidden device. You will see Xvd (Xvdd) drive. Disable them all by disableling the Xvdd in storage controller. Keep the device manage open and keep playing. If the lag still happen, take a look at the device manager and watch for a new Xvd that is not gray out.
