I pulled the carb and cleaned each of the jets and fuel screw and sprayed carb cleaner in their respective holes. I also used one of those compressed air cans to try to blow out any gunk. I set the fuel screw at exactly 3 turns out.

It must be hung on the spring or it got turned in too tight at some point and the o-ring is mashed and that may be gripping it.
