I don't see a link to a skin anywhere in the description.. Anyway if its an .osk file, open it with osu! or drag it to the osu! window. If it's in RAR format, just copy the folder onto your osu!/Skin folder.Change it in the main skin.ini, you will have to do this for each each keys:{n} though, that you want use.
